Why the amplitude of the power spectra decrease increasing the window length?

This is a question from fieldtrip tutorial online. Power spectral analysis treat brain signals as stationary state, but why the amplitude of the power spectra decrease increasing the window length. In addition, which length of segements is appropriate in resting state eeg，especially for further functional connectivity analysis.
