Dear Nrisimhamurty Madugula,  You have mentioned Prof. C. N. R. Rao , Indian chemist who has worked mainly in solid-state and structural chemistry. He currently serves as the Head of the Scientific Advisory Council to the Prime Minister of India. He has published around 1500 research papers and 45 books or so along with colleagues. He has honorary doctorates from 60 universities from around the world . Received Bharat Ratna award from Government of India. Please comment why he and his team are not able to claim any discovery worthy of getting  a Nobel Prize.

Nrisimhamurty Madugula, You have cited many well equipped institutions worthy of mention. As you said, India has many distinguished scientists. My question is still unanswered. Why no native Indian was able to get any Nobel Prize for the last 84 years. Can you please extend  your views further?

It is all due to bureaucratic approach in science.  The way we groom are to earn money for more than survival requirements. You will be ill treated if you are trying to do hardcore science. Persons able to manage well in office is presumed to be  a good scientist.  Have you ever seen any popular program in science on media world.

It seems surprising however, more number of publication somehow deteriorate the quality of the work. For increasing the number quality is often compromised. At noble level we require continuous effort in one direction that may not uplift the biodata of individual. Though the work by Prof. Rao is obviously remarkable somehow it could not so far materialize something that can change the established presumptions. I think a dedicated team with focused work can only lead to noble prize.

Lastly I was quite upset the day he got Bharat Ratna because the media was quite crazy about sachin Tendulkar. How unlucky we are that in a society where we want to uplift science, scientists are placed well below a professional cricketer. I think we need to change our mindset rather.

Thank you both for active discussions. We have to clearly identify the real problems why native Indians fail to get any Nobel Prize after 1930. 

1.  Could the native Indian scientists be able to publish Prize winning discoveries or innovations? 

2.  Is it possible to mention here the list of published papers that deserve the coveted prize?

3.  What are the Prize winning published papers that are facing problems when none in India comes forward to recommend to Nobel Committee? 

4. Are you aware that Indian media do not come forward to publish the breakthroughs made in science in India?

5.  Are you aware that no Department under Government of India takes interest in collecting information on breakthrough research done in India?

6.  Internet is already highlighting breakthroughs or discoveries done in India.  But are you aware that Indian senior scientists announce in media that no breakthrough research work was done since 1930?  That is how a false impression was created by Indian senior scientists.

CONCLUSION:  India tops the world in science by doing discoveries in six subjects of physics. But top Indian scientists do not wish to recognize them because they are afraid credit goes to others.. 

There are several reasons:

Why Indian scientists when they go abroad win Nobels, Examples: Hargovind Khorana, Chandrashekar, Venki Ramakrishnan, Amryta Sen.

We have to look into our educational system and compare that with the West:

The lessons we can learn from the western education:

1. Objectivity

2. Rational Thinking

3. Critical Thinking

4. Creativity

The best examples of Critical Thinking are illustrated in Bollywood movies: OMG, and PK.

We have to look into the pervasiveness of our religion and culture.

The Infrastructure and Administration.

Encouragement to youngsters. Our youngsters cannot ask questions, they are discouraged by their parents, teachers, priests, elders, friends,

We need scientific mind culture, and remove superstitions.

Rationalists are killed like flies in India. No encouragement for Opposing Points of view. We cannot criticize, religion, government, administration, corruption, politicians, etc

PROOF HOW MY PHYSICS DISCOVERIES DONE IN INDIA WERE BURIED BY MY SENIORS AND DISCOVERER WAS DISCREDITED At DEFENCE LABORATORY, JODHPUR.

“Scientific discoveries” that would have brought dignity and honor to India were kept secret from Govt. of India and DRDO Head Quarters by selfish scientists in Defence Laboratory at Jodhpur. “Scientific discoveries” done by me for 9 years were used for promotion of my colleagues, while I was denied even normal

“Scientific discoveries” were reported in 1994 in Annual Report by Director, Dr. A.R. Reddy of the Defence Laboratory at Jodhpur(Picture). But, great care was taken so as not to reach the Report to the then DRDO Chief, Dr. A.P.J Abdul Kalam. As a result, I did not get any response from Dr. Kalam.

In the Report, Director concealed my name, when I did these “scientific discoveries” (physics discoveries) during 1988 until my retirement in 1997 (Proof: My Technical Report, 1997). Director wanted to credit these discoveries for his own promotions and of his close associates. To avoid mentioning my name, the Director falsely said, “Scientists of this laboratory” in Annual Report 1994. promotions.

MERIT IGNORED: Since my physics discoveries were claimed by my colleagues, they have not shown my name in any official records as discoverer. As Director did not want to give me even normal promotion, downgraded my ACRs as good or so. Normally, for making six fundamental physics discoveries, a world record, I should have been given a merit promotion like promoting to two ranks high from Sc.E to Sc.G in 1994 in consultation with DRDO chief. Nothing happened.

ILLEGAL WAS DOWNGRADING ACRs: Due to downgrading my ACRs during 1992 to 1997, I was not allowed to attend interview for promotion from Sc.E to Sc.F in 1994 and even after 5 years in 1997. When downgraded my ACRs, Director was expected to inform me the grading given in writing. Since he has not done so, downgrading became illegal that denying promotions became illegal. THIS AMOUNTS TO CHEATING ME AND THE GOVT FOR FALSIFYING FACTS.

THOSE SCIENTISTS WHO TRUST THIS SHOULD BRING TO THE NOTICE OF PRIME MINISTER OF INDIA.

In contrast my junior colleague PKB worked with me with MSc qualification with less performance was called for interview and promoted and became my BOSS in 1997. Compared to him, I had PhD (AIIMS) Degree from All India Institute of Medical Sciences, New Delhi in 1975.

In 1997, my Technical Report submitted to the Director, Dr.A.R. Reddy, was officially released by him as Official Report of the Defence Laboratory at Jodhpur in Rajasthan, India. Since the Report is on DISCOVERY OF A NEW ATOMIC PHENOMENON THAT CAUSES UV DOMINANT OPTICAL EMISSION FROM RADIOISOTOPES AND XRF SOURCES, the Director is supposed to send to DRDO Chief, Dr.A.P.J.Abdul Kalam with a covering letter. Also he should have appraised him on the discovery and should have invited scientists from various institutions in the country like TIFR. .

EXPECTED:

I SHOULD HAVE BEEN GIVEN A NATIONAL AWARD, CASH PRIZE, OUTSTANDING PROMOTION.

DISCREDITED: Despite reporting six fundamental physics discoveries through Tech.Report 1997 at Defence Laboratory, Jodhpur I was denied even normal promotions during 1992 to 1997. BLACK DAY TO SCIENTIFIC WORLD. INDIA’S LONE INDIA'S SCIENTIFIC DISCOVERER WAS CONFINED AND ASSAULTED AT DEFENCE LAB, JODHPUR in 1991. The Defence lab at Jodhpur was like KAALA PAANI काला पानी, Jail for me as British Rulers used to jail Indian political prisoners and other serious criminals in Andaman Islands. ASSAULTING A SCIENTIST IN WORKING PLACE NEVER HAPPENED IN THE HISTORY OF SCIENCE IN THE ENTIRE WORLD. Probably it happened with Galilio. It was a planned crime both by my selfish senior scientists and leaders of Workers Union at the Defence Lab. First my seniors en-cashed my Invention “Thin Film Scintillator” better than British item reported in 1990. They used my invention for getting higher jobs and to become Directors of the Lab, while they downgraded my ACRs so that I will not get even normal promotions. I got only one promotion from Scientist D to Scientist E in 14 years of service despite my doing six fundamental physics discoveries during 1988 to 1997.

Three leaders of Union Workers saw me in an isolated building HARDLY 15 METERS AWAY FROM DIRECTOR’S OFFICE. One leader (DS) stood at the main gate of the building so that I cannot escape. Two people stood at the door of the room where I was getting some documents photocopied. Nearly for 45 minutes, I was confined in that room. The Director (JVR) and my senior DR.ARR left their offices and watching TAMASHA (FUN) from Isotope Lab and hearing the news from others, INSTEAD OF RELEASING ME FROM CONFINEMENT. This is how the crime was planned both by my seniors and Union workers. When I was trying to escape, one leader (HPS) was sitting on a chair in the middle of the door, so that I cannot escape. TIME WAS AROUND 5 p.m. IN AN HALF AN HOUR, LAB WOULD BE CLOSED. I WAS AFRAID THEY PLANNED FOR MURDERING ME. I PUSHED THE CHAIR IN THE WAY TO ESCAPE FROM ROOM, THE OTHER LEADER HIDDEN BEHIND THE DOOR ASSAULTED ME ON MY FACE. MY SPECTACLES WERE BROKEN. But I was unable to escape because the leader DS was at the main gate of the building so that I cannot escape. The Director’s staff was directly watching the FUN, but did not help me to come out of the confinement. Around 20 to 30 staff of class 3 and 4 were watching the fun. Head of the sweepers (MV) shouted and abused me “maaro baanchod” मारो बाँचोड़. After 45 minutes, Administrative Officer and scientist (JS) (Secretary of Defence Scientists Association) came and relieved me from the confinement. That is how I escaped from possible murder attempt. PLEASE NOTE, THE DIRECTOR (JVR) DID NOT TAKE ANY IMMEDIATE ACTION ON UNION WORKERS FOR THE CRIME. It was all one gang. This is how the Laboratory proved to be unsafe for the honest. The assault was not simply on a scientist. This was done on a Brahmin, Vedic Scholar, who did upasana of Hanuman ji, who did research work on Valmiki Ramayana, and made sketches of Devatas,Maaharishis and Saints owing to ‘mantra siddhi’. HOW INDIA CAN EVER GET NOBEL PRIZE IN PHYSICS?

NOMINATION TO THE NOBEL COMMITTEE in subjects including physics can be done up to January 31, 2008 by a secret nomination exclusively by the scientist who received nomination papers from Sweden.

HAS INDIA DONE ANY SCIENTIFIC DISCOVERY AFTER RAMAN EFFECT IN 1928? YES, BUT DUMPED IN DRDO (Defence research and Development Organization) MYSTERIOUSLY.

1. The current situation is DRDO officially never claimed that six physics discoveries done in its Defence Laboratory, Jodhpur, though Director, Dr. A. R. Reddy of Defence Laboratory (DRDO), Jodhpur claimed ‘SCIENTIFIC DISCOVERIES were done by ‘SCIENTISTS FROM OUR LABORATORY claim that they could detect Ultraviolet, Visible and near infrared light from X-ray targets and radioisotopes….’ Annual Report of the Laboratory in 1994. A copy of the Annual Report was not given to me. Intentionally, my name was not mentioned, though I am the sole discoverer. The most important question arises is why the laboratory did not recognize my merit by giving Merit Promotion or some increments in consultation with DRDO? INSTEAD WHY MY ACRS WERE DOWNGRADED SO THAT I DID NOT GET ANY PROMOTION AFTER 1992 UNTIL I RETIRED IN 1997. PUNISHMENT WAS GIVEN TO ME FOR MAKING DISCOVERIES - WORLD RECORD. Never happened in history of science in the world.

2. The second documentary evidence is the Technical Report submitted by me in 1997 to the then Director, Dr.A. R.Reddy who approved and released as official Report DLJ/IL/97/7 of the Defence Laboratory.

3. In 1997, Indian Dailies have released the News on Discovery of light emission from radioisotopes and XRF (X-ray fluorescent) sources by me. But, DRDO chief, Dr. A. P.J. Abdul Kalam did not contact me and inquired about the discovery. DRDO maintained silence. In burying these discoveries and using them for promotions and to become Director, Dr. A. R. Reddy played key role.

MYSTERY:

DRDO never claimed that physics discoveries were done in its Defence Laboratory, Jodhpur. So, DRDO never took any initiative to nominate the six fundamental physics discoveries to Nobel Committee.

THEN HOW INDIA CAN EVER GET NOBEL PRIZE IN PHYSICS?

:

WORLD RECORDS IN SCIENCE: Of my TEN FUNDAMENTAL PHYSICS DISCOVERIES, the FIRST SIX DISCOVERIES were done at the Defence Laboratory under DRDO, Ministry of Defence, India. The experimental work that lead to six fundamental physics discoveries lasted for 9 years during 1988 to 1997. Individual scientist doing six fundamental physics discoveries could be WORLD RECORDS IN SCIENCE.

ENVIRONMENT- DANGEROUS TO MY LIFE: I am known for honesty in my professional life, without misusing research funds of Government of India, for selfish gains. My honesty to Government of India proved to be MOST DANGEROUS TO MY LIFE. In 1992, I was confined by 3 Union leaders in an isolated building hardly 10 meters away from Director’s office, when J.V. Ramana Rao was the Director. And I was assaulted by the Union leaders with the support of Director, and some senior scientists. In a military organization, when military jawans were guarded the laboratory, and when staff in Director’s office was watching the crime, this incident happened. The Director listened the minute to minute action on my confinement sitting away from the site in Isotope Laboratory, instead of saving me.

2. NO CREDIT WAS GIVEN FOR DOING DISCOVERIES:

The Technical Report on the 9 years research was submitted to the then Director, Dr.A.R. Reddy in April 1997. After releasing it as an Official Report, the Report disappeared mysteriously WITHOUT GIVING ANY CREDIT TO THESE DISCOVERIES by the then Scientific Advisor to Hon’ble Minister for Defence or by the Director. ROUTINE PROMOTION FROM SC.E TO SC.F, DUE AFTER 5 YEARS OF SERVICE WAS DENIED IN 1997 DUE TO DOWNGRADING OF MY ANNUAL CONFIDENTIAL REPORTS FROM 1992 TO 1997.

3. While I was very busy in doing breakthrough research, my salary was fixed not by Director according to Central Government Rules, but by Union workers in Administration. My pension in September 1997 was fixed LOW against Rules by Union workers and not by the Director. The Director refused to provide a copy of my SERVICE RECORD due to pressure from Workers Union. In such a worst environment, I had to tolerate all miseries to complete my breakthrough research including the discovery of NEW ATOMIC PHENOMENON.

DENIED TO PROVIDE COPY OF MY SERVICE RECORD

My salary during my service at the Defence Laboratory, Jodhpur in India was fixed not according to Central Government Rules but by staff of Accounts Section, who are Union workers. My PPO document discloses that STAGNATION INCREMENTS were not given in my career from March 1983 to Sept 1997, while I reached maximum of pay-scale twice or so in my service. The Union Workers (Staff in Accounts) fixed my Salary and Pension Arbitrarily LOW as they like and NOT according to Central Government Rules. They do not wish to be caught for wrong doings in my service records. That is why the Director and the officials under him DENIED giving me copy of my Service Record. Even they refused to provide the copy even when applied through RTI. This is how my previous institution treated me for BEING HONEST TO GOVERNMENT OF INDIA, for not misusing Research Funds for selfish ends.
