Why rGO is much effective than GO in polar phase (beta phase) formation in PVDF?

In many research articles I have come across, rGO has been deemed more favourable for inducing beta phase in PVDF than GO even though it has less functional groups on its surface in comparison which should lead to low interfacial interaction. So what is the other scientific explanation.
