I just intend to draw your attention to this fact that International Students consume time to find you, read your papers, and stressfully press the Send key to follow up you. They check their Email 100 times per day to see if you've responsed. Therefore, I hope you value and Understand in Turn and at least say NO. It only take you 1 min !

This is how i do it (to preserve my sanity): i check my email-box only once a day; and when i send an email, i expect no answer by default.
Or, don't even try to contact them. I've never had success. I needed an urgent answer for my PhD, but it never came. I worked it out myself in the end :)
I am a professor. I always reply to my students. It depends on the individual professor how she/he interacts with students and how serious the person takes his/her job. It is a lame excuse that a professor does not have time because he/she is doing "research." Many of them do not respond because they afraid they do not have the answer to students' questions, and therefore will feel embarrassing. the fear of losing face is one reason. When a professor becomes not responsive to students' inquiry, he ceases to be someone students could look up to.
