That's quite an interesting question. This is the reason , why use of soil sensors have not been so handy in in- situ observations in order to analyse large area of field in a shortest possible time ..
Before dissociation of water molecules in to hydrogen ions and hydroxyl ions or when water is not mixed with any of the compound say Soil, it has only water compound...after dissociation, there will be four components like hydrogen ions, hydroxyl ions, hydronium ions and water it self...I think that's why we can measure pH of anything only when there is water in it I.e. all the four components I wrote..... because it will become necessary to have H+ , OH- ,H3O- and H2O itself to measure the concentrations...

thank you very much Paul Milham sir for the response. Yes, pH is a concept of water itself. when we are going to test pH of oven dried soil (usually 48-72 hours kept in driers), we are supposed to mix or add water before taking the reading.
