Why the program of Brucellosis control failed at Indian Veterinary Research Institute?
1. Bad or non implementation of the program: Evident from the figure 1, that there is no regular testing for Brucellosis in Dairy of Indian Veterinary Research Institute, Izatnagar. The guidelines formed under NBCP for whole India are grossly flawed in the Premier Institute.
2. In efficacy of the Vaccine: It is big question either the vaccines passed at Indian Veterinary Research Institute, Izatnagar for use in whole India were really of good quality or not? If of good quality why the vaccine not worked at the Premier Institutes own Farm?

Brucella freedom of a farm unit in a country with much disease present is a very big challenge. Unless the nearby units/ ruminant animals are undergoing similar progress in disease control the only option if one is attempting freedom is a "locked down unit" with very high biosecurity. Since without this even if the unit is free it will break down. There are too many potential routes of entry. Locked down includes limited personnel access, personnel have little no contact with ruminants or ruminant products outside and have to go through biosecure changing room for access to unit's work place. Forage sources must come form areas where no ruminants graze the forage prior to harvesting etc. Monthly sero monitoring of a sample of stock to see if disease has entered , no ruminants in land about 1 km + from farm, etc In short very hard to do. Hence people go for vaccines but once you are using a live vaccine you have in one sense let the disease in, maybe you can say the status is "provisionally free and monitored" so one has to step up the monitoring . With Dead vaccine I would say similar as good chance the disease will get in one way or the other. The only positive thing is that with team work from all staff and everyone knowing their own specific area of responsibility with regard to biosecurity some form of practical freedom can be achieved but needs constant checking. Thus when a breakdown occurs one can move fast and attempt control. Really not easy..
I dare to guess that no continental country has achieved total control of this hideous disease.
