Why light bends when crossing borderline of a transparent phase?

I do not want the description of light behaviour, but the exact reason causing light to bend.

Light is made of waves, when these waves pass from air to a liquid there is a change in phase velocity that causes the change in direction. What you are looking for is called Refraction of light, here tjhey are all the info you need:
