Despite the urgent need for all communities worldwide to reduce the emission of greenhouse gasses, the government response is wanting. Many governments,s including the USA, seem skeptical about implementing programs that will reduce GHGs. All countries, specifically the major GHG producers, must take the lead. Their participation in the reduction of GHG emissions will help the world. What could be the reason?

Meanwhile, in the Philippines, despite the many interventions of the National Government about climate change, adaptation and response is lacking. Local governments and national governments have formulated ordinances and laws in response to the climate challenge. However, these policies/laws are mostly just on paper and is not widely practiced. WHY? What is wrong?
