Why is intel i3 processor showing only cpu usage percentage as 100% and for the remaining CPUs only 10 or 8% in CPU history window?

I am taking 3 and 4 openMP threads, it is only showing 100% usage for only one CPU and for the remaining CPUs it is showing only 5 to 10%, but if I take 2 threads it is showing 100% usage for 2 CPUs.
