Gravity potential energy is related to c2 while EM energy is related to c. In terms of quantum oscillators with amplitudes and frequencies, when energies are equal, forces are unequal.
Gravity changes quantum amplitude and frequency by the one fourth power and is thought to propagate as quadrupole structures, while EM is thought to change quantum amplitude and frequency by the one half power and propagate as dipoles.
Forces arise as similar or dissimilar geometries in sets of quantum oscillators. Fields are the accumulation of quanta in such large numbers that the counting of oscillators becomes not relevant to a calculation.

The STOE's model is that there is only 1 force - magnatism. in this model, the gravity is a measured asymmetry in the strength of the N and S poles of magnets.
The STOE is far from accepted physics, but it does explain many problems in accepted GR and QM.

This is a fundamental question and therefore requires visiting the properties of fundamental, sub-atomic building blocks of matter.
Let us start from electrons. So long as there is one electron and one proton in an atom, there may not be much of an issue.
Lets move to the next step. Two electron configuration.
In the present dispensation this system is stable.
Suppose the Gravitational interaction was comparable to the electromagnetic interaction between the two electrons. This would lead to instability of this building block of matter.
