Checking through major research outputs databases, I observed that African countries lags significantly behind in many research endeavours
It seems obvious the main reason is lack of significant and continuous funding for research at African universities compared to certain regions.

Well... The problem is much more complex than it may appear.
Firstly, Africa isn´t developed enough to give the primary support to the scientific research. Secondly, even the resource given to African research isn´t well managed.
Thirdly (taking into account the above mentioned), unfortunately, many scientists from the developed countries may not give credit to the african research... So, unfortunately, what we see there is the vicious cycle, very difficult to break.
That seems apparent the real reason is inadequate support from the government of Africa and also we need to take more risk in the field of research in that place. It is very difficult to continue the research continuously due to some practical reasons. Funding for research also one of the problem at Africa compared to certain other regions.

I also have been thinking, you all are researchers of some sort, How much Government funding has been available to you to do research? Is it the sole responsibility of government to fund research? What about the aspect of research culture? The mindset to proffer solution to obvious challenges in the African continent?

Is it? Might we say Africa is under-researched by Africans? The reason is deep and takes us back to the jolt of Enlightenment. We need our own jolt, and some of us thought the marginalisation of poverty might be it. However, it is not turning out so.
@Fred, Yes, by Africans. Most day I read of research findings driving what we know about the universe and how things work, about how to improve processes and the quality of everyday life. Most times, I don't read about these findings from Africa, I mean in their volume and currency.
