I make three cell in every sample of perovskite solar cell, lets say A,B, and C cell. When I check the performance, every cell has different perfomance. For example cell A have efficiency 13%, cell B 11%, and cell C 10%. Sometimes, i also found one of cell has very low performance. Why it happend?

The final efficiency of solar cells depends on Fill factor which is related to shunt resistance and morphology of films and also interface between layers. In thin films based devices, getting homogeneous films is difficult task. First you should optimise your thin films in such a way that thickness and roughness should be same on whole substrate. Then, another problem is interface between two layers and also role of top electrode. So, its need an optimisation of all parameters. Even though , there will be some difference in fill factor.

If device is OK, you can think that the emerging PV, DSSC, PSC, ..., have the capacity effect and hysteresis effect. Therefore, I-V of the device show forward/backward can't overlap.

in order to reduce the scattering in the solar cell performance from cell to cell one has to control the fabrication parameters tolerances as well as the tolerances in the properties of the constituting layers. So, one has to control the process parameters such as the temperature, the deposition rate, the post annealing and so on. Also the substrate surface can play important role since the solar cell performance depends on interface condition. Also, the variations in the environment can affect the deposited thin film layers.
So, you have to exclude all random uncontrolled parameters in the production of solar cells.
Lastly, what do you found is a natural phenomena and the role of the engineer is to tighten the spreading in the performance parameters by well controlled production procedure.

We don't expect that cells from same sample will have the same efficiency, due to many reasons.
The main factor/fact is, No one can produce exactly the same replica on the same substrate, e.g, in Si cells, People produce 9 cells or more on same substrate. Although going through same procedure (doping, Back contact, . . . ), they will not have the same efficiency (exactly).
Final steps, Like contacting may also play a role (contacts).

In addition to changing the various parameters during fabrication of the cells, it should also be noted that it is less likely to coating different cells exactly same. Thus, the morphology of the layers varies, and due to their interfaces, they have different conditions (resistance) against transfer of charge carriers - so the existence of cells with different performance is not too far - it is better to fabricate more cells and make conclusions statistically.
