I haven't been able to find any scholarly sources that explain or even mention this question. However, in the field, I've noticed that the community development organisations I have worked for have preferred to use more traditional evaluation methods. I just want to find a paper that has noticed the same thing!! Please help! Thank you!
Hi Leanne. I don't know of specific references for this, but there are several papers (including two of mine) that draw on institutional theory to trace the isomorphic pressures that influence evaluation and impact measurement practices. These are often top down (ie from funders) and may result in adoption of particular - sometimes inappropriate - methods of evaluation.
Here in the Pacific Islands I know a number of NGOs which use participatory approaches. Papers I did not come about, but will check and then report back to you. At USP we had a number of workshops for graduate students to get acquainted with such methods.
