Eddie, I think it does. the formula in Excel 2007 and earlier for standard error of population is STDEVP, P mens population. In Excel 2010 and 2013 it is STDEV.P, same as earlier but plus a dot. For variance: VARP and VAR.P
Krishan, thank you very much for directing me to Hans Pottel's paper. It is a very interesting and informative article. But still, I did not find there the reason or an explanation on why the Analysis Toolpak does not compute the population variance or the population standard deviation.
I believe that Excel's Analysis Toolpak does not compute for population (parameters) because I surmise it was designed for inferential analysis, for the analysis of probability samples, not populations.
