To divide positions and salaries?
There are directors who decide for themselves who to pay and who to kick out of the institute.
Or is there a reasonable and serious reason for this?
While seismologists can assess officially risks and make probabilistic forecasts, the precision in predicting the exact occurrence of an earthquake remains very limited.
