I submit one of my paper in ieee transaction. In first review report two reviewers wants minor change and one said new submition with major change. I submit again after changes accordingly. In second reviews report all three reviewers reject the paper. Two reviewer said English-good. One said English is very poor. What is this. They don't have common thinking of evaluation. My question here- Why do the reviewers of ieee transactions not have the same thinking of evaluation?

That is indeed a question that researchers may often find themselves pondering. If you happen to be interested in general, I'd like to note that a couple of years ago I stumbled upon an article by Ivo Welch, where the agreement of referees has been studied in economics and finance journals (the behavior of referees was found to be similar in all investigated venues, so maybe we can expect them to be useful also more generally).
