In this deliberations on determinants of speaking untruth by politicians always more interesting for me was when they lie? (why? seems to be easier to decode). So the manner in which they lie using words, images, gestures, public actions, charities would be a good research question as well.

The usual motivations for politicians lying are:
(1) to enhance their reputation so that more people will vote for them;
(2) to besmirch the reputations of opponents so that fewer people will vote for them.
The main reason that they get-away with lying, is that there are no longer any true "investigative journalists" on public media to expose their lies, and even-if-there-still-were good (unbiased) journalists, the public media has been transformed into entertainment (or propaganda in the case of Fox News in the US and the government-owned media in other states) (rather than news), AND the public have lost any faith in the veracity of what is reported in ALL media, so even if a lie is exposed by a competent investigative journalist, at least half the people will not believe it, thinking it just another smear-tactic (lie) of the opponent.
In short, it is the conversion (commercialization) of news/network journalism to entertainment (valued only for ability to sell airtime to advertisers, ranked by viewership "ratings") that has made it possible for politicians to blatantly lie and get-away with it.
So, in this capitalistic-politik the system ensures that, just-like-in-advertising, the people end-up "buying" the product of the most convincing advertisers (best liars), not always choosing the best product.

John Mearsheimer in his 2011 book "Why Leaders Lie: The Truth About Lying in International Politics" suggests that most political lies fall into one of five categories: inter-state lies, fear-mongering, strategic cover-ups, nationalist myths, and liberal lies. The book argues that leaders lie to foreign audiences as well as their own people because they think it is good for their country. However, Mearsheimer does not consider the moral dimension of international lying; he looks at it simply from a realist perspective.

The question can be formulated like that why most politicians lie? I am afraid lying is a natural basic condition of policy makers. I think not the lying behaviour of politicians should be searched but why common often sober people vote for such politicians? Why could politicians cheat voters?

Dear Fadel, I would name Barack Obama as the politician who has held closest to his promises after the election; and he has done this very bravely in the face of total obstruction from the opposition, and floods of personal attacks. I think @Bob is right in his former comment. Beause of curiosity I analyzed once how many and what media (internet, radio stations, TV) in Poland are currently bought and/or managed by e.g. German or the other foreign owners. It let to better understanding of the determinants of preferred content by particular media. So unfortunately money are making the media and political existence go around. (Nothing new).
Some neutral questions:
There is a difference between lying, i.e. not telling the Truth (thinking A, thus saying A), and conscious lying (thinking A, but saying B)?
Is 'not telling the Truth' because of access to uncomplete information, lying?

The question has many facets, but if I have to select one, I would say that politics is basically a realistic task. Ethics is not out of the question, but politicians seek above all to achieve certain goals, using the means that the public and the other politicians --the political system- consider acceptable.
In pursuing his/her goals, a politician can tell the truth or lie, according to the specific situation he/she faces. In other words, politicians are not pathological liars, but lies are part of their arsenal.
They not always can lie. International affairs are a field in which lying is easier --and therefore more frequent--, since people and to a great extent journalists do not have direct experience of the facts. But if people are losing their jobs no politician can say that the economy is booming.
Lies, then, are one of the tools that a politician can use more or less frequently, but only when he/she can not be "catched", or when the political cost of telling the truth is higher than the one that is paid by lying. This depends heavily on the political awareness of people and the quality of journalism.

I often say, politics is a dirty word for dichotomy or double standards. Politicians are invariably liars and have an ingrained tendency to manipulate and to get things manipulated to their advantage. In Pakistan the census of population held decenially has been delayed for 8 years because of political interference. How can one rely on the National Statistics if the population data have not been updated, or on data that lacks ground truthing?
One reason for interference may be the politicians want quick results within their term in office. This is no reason for manipulation or extrapolation but that is to their advantage because their win win situation is based on false statistics.

To my knowledge, (s)elected politicians are more concerned with *what electing/voting people would like to hear*, while electing/voting people are more concerned with *what their own benefits require* rather than struggling to find the right person who would be seeking the truth itself. But, it is a quite hard work for the politicians to resist against the warm/sweet MONEY or the immoral/unethical stresses put in someway by either the rich people or others who are caring for their own benefits ONLY.
So, let's *just* hope that in future (near or far), we would be welcoming the right politicians who would simply be doing the right *actions* (rather than saying the right *words* only) for the sake of the *billions* of ordinary citizens/civilians.
Briefly, in fact, we are all in a squeezed position between our *souls/hearts* always telling the truth and empty *wallets* that always need MONEY. The potential *heroes* (if any) would be born from this *fine* state.

Politicians are not our tutors or mentors. Success, for politicians, is to be elected. Period. If they have to lie to get elected, they will do so. Shame on the voters who let themselves be fooled.
They lie because they have to stay in power, be elected or reelected by inventing, reinventing, cooking and distorting facts. If people do not believe them, they can resort to other methods.

A politician is a person with a high capability of understanding of human mind and its functioning. The more he can convince people , the more popular he is. He knows where and when to hit. He knows the weaknesses of the masses and exploits them because of these weaknesses. People in their ignorance just follow them. Power in terms of Foucault is just an articulation and is exercised through words. This is what the politicians are quite aware of and leave no chance of even telling lies while proving themselves.
Two reasons - (1) they receive little benefit from telling the truth and (2) lying is not costly. Donald Trump has distilled this to its essence and makes no effort to hide what he is doing. But he is no different in terms of basic lack of honesty than all others.
If a student cheats in an exam, s/he heavily penalized, but if a politician lie s/he get elected (rewarded!). Now, a legislator is a person who creates laws. How one can trust/believe in a new law created by a liar? As you can see we have paradoxes here.

The reasons politicians lie is because the public doesn't want to hear the truth. People want to hear what they want to hear. When two candidates are running and one of the tells the truth and the other says what the public wants to hear, the one who says what the public wants to hear wins the election. Thus, and there are exceptions to this, if you want to win an election, you better start lying, because the guy who's telling you the truth doesn't have a chance.

I think they are more interested in winning at whatever cost. It is not just that people are not interested in the truth, in my view many people don't exactly know the truth. I think they lie to get the votes, but it is not clear at the time that what they say is a lie. They speak or promise the "truth", but it may turn out to be a lie later. In the meantime, you already voted for that person, so you got tricked!

They are born liars and believe that they can not progress without this. They attract by generating high hopes and unrealistic promises, which is not possible without this.

In Serbia, politicians do lie, it is so common nowadays. Sometimes, it happens so often, elections follow. in to months. Look this proposal from Serbia.

One traditional rationale for why lying is morally wrong is that lies deceive, i.e., in lying one willfully attempts to induce a false belief in the listener who thereby ends up with misinformation that may be potentially harmful. Yet it seems clear that there are many contexts in which telling a bald-faced lie will be counted as a morally wrong action.
They have no true agenda for their people, they are just work for their for them selves, as they does not want that the people know about the truth of politics, if the people know the truth then they will started hate from them and eventually they will be failed in the next election, because they are not the leader then are the politician.

The Clinton Lewinski scandal was a dreadful issue (and a game of hide and seek to impeach the institution of the President of the USA) in american political history in many ways first the extent given by the media second the '"statement " issued to the press "I did not have intercourse " hence leaving to imagination the possible occurrence of o... s.. thus a clear avoidance of truth . The White House could have closed the incident by simply issuing a "'no comment" response instead of dragging the scandal for over a month.
