Your ideas here are good ones and others should be able to benefit from such motivators.  One of the first things I would suggest to PhD candidates (I identify these as individuals working on their dissertations -- hence candidates) is that they should look to collaborate with a few experienced researchers first.  Your major professor, junior faculty with shared interests, even other PhD candidates are often resources for helping you learn the strategies, methods, and techniques you need to learn.  Another suggestion would be join a writing group with three or four other like-minded individuals and meet twice-monthly sharing your work/writing with others.  In one week you can work on your manuscript and the other you work on those of your colleagues and then come together and discuss these.  Finally, when finishing your dissertation, don't submit pieces of your dissertation to journals without significant editing/changes.  Dissertations can sometimes be published as they are as books....but as journal articles they are simply not designed well...they are accomplishing other objectives than are articles in journals and don't mesh well.  Rather, take the results of your dissertation and then completely re-write this as an article....without cutting and pasting from the dissertation....you can include aspects of your lit review and your implications....but only if you re-write in the proper form. As a journal editor, I can spot a "paste-up" from a dissertation easily...and they simply don't work in the shortened form.  Two other pieces of advice from literature....."the hardest part is to first sit down and get started" and when you are re-reading and re-writing/editing, "you have to be willing to murder your darlings".

The initial problem is what is your theme that you are going to investgate. After that, read all the possible papers related with the help of bibliographies.

When you hace a global point of view, write your idea using this information to be sured that it is a new research project avoiding to be rejected. 

You can start sending papers to congresses and, if your work is accepted, do a extended versión for related journals.

Take care with some "easy to publish" journals that are not well considered in research community.

The typical beginner PhD student has a very vague idea about what it means to write a scientific article. Yes, he/she probably has read several scientific articles during his/her bachelor/master studies, but that does not mean that he/she knows how a scientific article should be structured. Perhaps some ideas have been gathered from some of the best ones that he/she has read, but not much more.(I remember that being the norm when I was a student.)

Ideally the supervisor(s) will provide a good help, by recommending very good articles to read - especially to show what is good writing practice versus bad ditto. In some sciences there are also guide books in scientific writing, which the student can read and learn from; in math there is a very good book by Nicholas Higham, for example, explaining not only how articles can be structured but also how the publishing process works.

It also does make perfect sense to provide group discussions about good scientific writing, involving beginner PhD students together with those that are about to finish their PhD studies, as well as a few senior researchers. 

When I had been a PhD student only for a few months I received a couple of papers to review - manuscript that had been submitted to journals, and then sent to colleagues of mine who either had too little time to perform the refereeing duties or, I hope, to allow me to get some experience from reading a manuscript and trying to assess it; it was indeed quite rewarding to do so. So perhaps the young PhD students in question can ask for papers to help out with?

Your points and comments are very valuable. I really benifit from them. They can help any one wants to enrich and to improve the way they publish. To be honest I was worried about starting publishing, but with some help and guidance from my supervisor I have started. Nothing is hard what we need just get the right way, which is mostly mentioned in the answers.
