In this case, controlling the performance level of plastic hinge seems uneconomical. Why do the CODES refer to this paragraph at all?
Can you please tell me how to find the initial target displacement for a model?
As the code says that the structure should be pushed about 0-150% of target displacement.

There are two different methods you should be familiar with, force-controlled and displacement-controlled pushover. I strongly recommend search for these concepts and read the codes I mentioned in the question.
