Extremely reputed forestry journals IF ranges from 1-4 eg: Trees, New Forests, Tree physiology, etc. While biotech/agricultural/environmental sciences, etc journal have much higher IF. Is it because of the limited number of researchers working in forestry compared to other life sciences field that leads to lower number of citations and subsequently lower IF? Or are there other factors at play?

I assume it starts with the lower number of forest researchers that in turn 'produce' less papers, which contain fewer citations. It will be hard to break this 'vicious cycle', though.
Also from experience, many forest researchers were traditionally not required to publish their work. This means that lots of excellent research still sits in grey literature (thesis, reports, books, etc.) or is fully unpublished (archives, cardboard boxes, internal memos,..).

Mathias Neumann I completely agree with you sir. I have often found excellent work done previously in old thesis copies which have sadly remained unpublished.
In India NAAS score is considered.The following is the list of journals.
We look for i) NAAS score above 6.0 ii) forest species diversity are not common iii) limited researchers iv) complacency in publishing the work v) study period is pretty long vi) they vary with the countries vi) publication in botany and other journals not in forest journals vii) Team work missing (botanist, soil scientist, engineer, wildlife researcher, agronomist, climatologist etc) viii) Research focus shifted to applied aspects and it is not limited to these points.
