Why cross head speed is very low in ASTM D7264 when compared with ASTM D790 for flexural testing of polymer composites ?

As per ASTM D7264 cross head speed is 1 mm/mm. As per ASTM D790, when we use the equation for calculating cross head speed = Z*L*L/(6*d) for thickness d of 5.4 mm and Z to be taken as 0.01, cross head speed is 2.3 mm/mm.
