Why can the surface of ITO affect photovoltaic performance in some cases, while the effect is not observed in others?

Note that there is a PEDOT:PSS buffer layer.

In photovoltaics, the charges are need to collect on the ITO therefore the work function of ITO should match. The roughness and sheet resistance of ITO are also other properties to consider. If the roughness of the ITO is higher, peaks penetrate through PEDOT and shorts the devices. On the side sheet resistance decreases with increases the thickness but reduces the transmission of light.
