Firstly, all microbes do not have flagella. Some have and some don't. Those who donot process flagella, they still know how to find food or reach upto the food. This can be discussed sometimes elsewhere.

Now your question is why bacteria form flocs in ASP? Bacteria form flocs when their intrensic energy is depleted. In other words, bacteria form flocs when they are hungry. Actually ASP is designed in a way that bacteria should form a flocs since flocs facilitates in good settling of biomass (First Advantage). This is achieved by keeping the retention time of ASP just higher than what is needed by the bacteria to maintain their logarithmic growth rate. In this way, bacteria gets to eat just lesser that what they need to stay active and hence they are little hungry. Hungry bacteria have little energy left to swim away from each other when they collide and form flocs. Since the bacteria in the flocs are hungry, they immediately eat whatever comes to them in the reactor through the inlet. So flocs are called 'activated flocs' (Second Advantage).
