I'm guessing that it is because conventional IEX uses non-porous particles (NPP), and with UHPLC sub-2 particles the focus is to decrease mass-transfer kinetics, which can not be improved much when NPP are used. But I'm not sure..
You will need to develop a metal-free chromatographic system which can handle high pressures of sub-2 micron particles. I don't think that is very easy. We addressed this problem in an article, which is slightly old, but the ideas are still valid.
