You seem to imply that taking existing knowledge in order to solve a problem is a bad thing. It is just as creative but in a different way.

In wildlife conservation, good field data lead to good models, and further theoretical thinking. Practitioners think as much as theoreticians - but theoreticians may not have the ability to implement their "inventions" - we see this regularly with untested population and habitat models. Practitioners may test some of these theoretical models, adapt them, and come up with solutions based on real data. This is then reviewed by theoreticians who formulate new thoughts. So, practitioners do contribute to the inventions of science!
