Those that deny don't want to spend money changing sources of energy, or in the case of the USA, the leader hasn't got enough brain to understand the science.
Denial is a powerful defense mechanism under which someone can hide and does not have to do anything. If you are a politician of the right leaning category more likely than not you are likely to deny climate change since many of your supporters are wealthy CEOs from the industry who do not want government to impose stricter regulations on emissions and effluents. The leader of Brazil is another denier of climate change and as a result the Amazon forests are on fire due to relaxing of regulations that would have prevented/minimized deforestation.
I believe that plain denial has played a major role. They see Climate Change action as something that would impact their bottom line, and will therefore not support it
More government commitment means several things including, changes to legislation along with increased financial support for climate change related systems such as renewables and sensitization of the public. Some governments chooses to down play climate change because of the impacts it will have on their economies. Another issues is citizen re-orientation, as it is said 'old habits are hard to loose' and therefore people will note change their lifestyle very easily. As the fossil fuel extraction lobby and the energy raw materials processing sector, the classic fossil fuel-based energy sector is still strong, influencing politics and dominating other, greener industries and sectors of the economy. On the other hand, the voice of scientists and pro-ecological social activists, the level of general social awareness is still low.
