Generally pre-heating, humidification , re-heat used in Winter A/C. Whereas cooling coils in Summer A/C i.e. a single de-humidification process
Because in winter when you heat the air at constant specific humidity the relative humidity drops sharply to low values which brings the comfort condition out of range and so you need to add some humidity by spraying water vapour or steam to raise the relative humidity to the acceptable range (40% to 60% and the best of course is 50%) provided that the final dry bulb temperature should be within the range 21oC to 24oC.

Not always one procedure is used in the summer during air conditioning; sometimes it may be necessary to add another procedure called re-heating, this achieved when there is a the room relative humidity is above the human comfort. Thus, The coil temperature should be less than the dew point of the air.
While in the winter moisture is added to compensate for the shortage of relative humidity due to sensible heating
The required temperature (Usually 22 C )can be attained in winter by using a heating coil or furnace alone (Sensible heating), but the relative humidity would reduce drastically, Therefore we have to humidify the air (using steam humidifiers or desiccant humidifiers) to maintain the room RH between 40-60 %.
