Theoretically, a person who sets up a business or businesses, taking on financial risks in the hope of profit.
A grocery shop owner, small cafe owner (Tea stall) are entrepreneurs or not?
Why don't we facilitate new entrepreneurs beyond tax facilities such as innovation, operational effectiveness and strategic intent. In addition, check out its health on trimester basis to provide real support.
Entrepreneur is an abstract category of imaginary characters to account for economic change. Economists assume markets come into equilibrium. Therefore they have to explain someone who spots what is not in equiibrium and seizes the opportunity.
Remember good business people don't take risks. That's for consumers. Business people balance their bets so they cannot lose. They offer risk to others in some way.
Say I want a tin of baked beans (or whatever). I don't want to keep a carton in my shed so I go to the shop and pay a little more. I am balancing risks of paying a lot more against the known cost of paying for 12 now and keeping them in my shed... As it is only afew pennies more right now, this seems attractive to me.
The retailer buys a carton and probably pays now because they know I will come in 12 times or other people will and I will pay a little more.
The wholesaler prefer cash now ... etc.
We situate ourselves in a chain of the economy. Sometimes someone comes along and spots a way to rearrange things..
It seems the little people in the system that you are talking about are supposed to be 'fall guys'. Don't let them be. Make sure their risks don't have a downside. And make sure they improve the general situation.
Check on them -- I agree. People needs someone to talk things over with. Helps them make complicated decisions.
