Lot has been talked about Teaching which is a process for learning. Earlier Guru was thought to be supreme. He decided the learning of the students. But even in Vedic period, the pupil had the learning responsibility under the drection of the Guru. in 21st century things have changed but teaching-learning still remain. Apart from teacher and students, there may be many other factors creating learning environment.

The learning environment is a product of both teacher and students. A lot depends on the teacher and his ability to create an exchange of ideas in class. The teacher is the initiator of this exchange and the students are those who are following and responding, and with this type of collaboration a learning environment is created.
Principally, governments and relevant education authorities by setting what is taught, how (teacher training), who by and in what setting.
'Quality' of teaching in class is dependant in ascending order,
1. Students
2. Faculty
3. University
4. State/Country/Continent

They may legislate or regulate but, in my opinion, can never create learning environment.
In the third and later years at university, self-learning by using good textbooks is most important for students. So, the best creators of the good learning environment for those students are the authors of good textbooks.
The teacher talking time (TTT) should be less. Students should be engaged in live discussions/ cases, can be asked to make presentations in class-rooms. Group Discussions can be organised on contemporary issues to focus their thinking. More ICT should be used such as MOODLE for quizzes. The teacher should share if possible some presentations with the learner and template fro making presentations to ensure consistency in learning. Games and simulation can also be used to make it more effective. However, as theory says, the real learning occurs outside the four walls of the classroom.
Neither! It is the institution that creates the environment by providing the needed resources and establishing high standards for teaching excellence and scholarly pursuits.

A good way to answer this question is to ask the "six honest serving men': What and Why and When and How and Where and Who'!
The teacher and students are the 'Who', the learner and the learned. The 'What' and 'Why' get guided by needs of the society, employers and citizens, the government and society. The 'When' and 'How' are looked after by the institution, the medium, the technology and tools of education.
We have to be mindful of all the six serving men!
Both students and teachers. Though logistics are from the institution, the creation of an appropriate learning condition relies on the attitudes of both teachers and students, with teachers taking the lion role in influencing students' learning.

If I want to undertake a research on 'Teaching-Learning Systems,' what mediating/moderating variables should I take in my research project?
I don't know what exactly you want to conduct research about. However, there is nothing teaching and learning in Pakistan at least. I am not sure about India though. Here schools and universities, including public sector universities, are very profitable business centers. Parents want degrees for their children and universities want to earn. Talking about quality or learning culture is a sin. Teachers are robots, an automated source of presenting slides and students have great robotic features of repeating the same pattern on anyone's will. The students are (re)production factories, who will memorize whatever comes in front of them through slides and reproduce in exams. Its all about degrees and business
Reflection and Internalization rather than Memorization is the essence of a good Teching-Learning System.
Definitely a teacher creates a well organized learning evnironment and thats why he is a teacher. Teacher is a mentor and he has to had control of ghe class. He can and should mold the environment rather than being auto cratic.
No doubt, both teacher and students co-create the learning environment but there are many other moderating and mediating factors in the creationm of Teaching-Learning Environment. Which of those should be considered in a research project on Teachin-Learning Systems.
The learning environment is made up of both teachers and pupils and / or students. An effective teaching process and full implementation of didactic functions is achieved by improving mutual didactic and educational interactions between the teacher and pupils / students. This should be achieved by specific teaching methods successively supported and improved through the implementation of modern teaching instruments, including new online media and ICT information technologies.

The Socratic approach of questioning and self-discovery were important elements for learning. Self-motivation and joy of learning is an important aspect for learning outcomes. But the teacher can create and stimulate an environment where the teacher gives the freedom to students to challenge the status- quo and discuss/deliberate on pertinent issues. Facilitating and mentoring to help the student realise his potential is a task of the teacher -mentor.
Teacher and students together create a learning environment.
While teacger acts as a mentor for students, he/she can learn a lot from the students as well.
