According to Wikipedia commons, "Open learning" is an innovative movement in education that emerged in the 1970s and evolved into several fields of practice & study, either enhancing learning opportunities or broadening learning opportunities. According to open Learning create, the term came into use in 2017, and it has been gaining attention in some learning & teaching communities.

Transformation or evolution?: Education 4.0, teaching and learning in the digital age
This paper, originally written just before the outbreak of COVID-19, will provide a review of Education 4.0 in a select range of UK and international higher education providers and offer an initial discussion of the role and importance of digital personal assistants and online and lifelong learning in delivering world-class learning and teaching. This has been validated through a literature review and four case studies using scenario-planning methodology which draw on real-world examples from the UK (University of Bath), Singapore (Nanyang Technological University) and Australia (Deakin University). What can the sector learn from these pioneers; are there opportunities still to be explored; and what impact might this have on how educators teach and deliver their curriculum in the future?

In education, this is now the tendency "калбаза/bologna" eLearning, but for sure, going back to the 70s is a good option to look at most advanced and studied open learning platform (made in the UK), which is why I would like to address in the thread this issue & compare it to others such as Ed 4.0.

First of all, I think that learning depends a lot on the student, environment, and delivery system, not necessarily in this order. At this stage, I would prefer Open Learning. If I understand, Education 4.O is newly introduced. I would think that some time be given to the new system; if its results are better, one may recommend it then. But the corona pandemic has made it very important that research and education become open to all.

My Dear Friend, Prof. Ljubomir Jacić thank you so much for bringing this topic, it opens a nice discussion.
MIT OCW (2001-2021) is a collection of materials in many fields of science in a web link, we have as humans from the underdeveloped world (as my case) to acknowledge the initiative to MIT and to Corporate donors to include some of their teachings collections free access in an organized way, however, there is no teaching philosophy in MIT OCW, is like a collection of materials, some of then, are CC commons license (they add the phrase "...and other terms of use...").
But even though they say open learning, there is no open learn in a million or more science documents collected in a site (Cloud, web, or library), public libraries also have this kind of material in many parts of the world and they are not open learning.
Open learning is a movement that relies on specific teaching philosophy and the possibility to create a real course inside all that material, that can be developed and extended, corrected, and evaluated. That is my humble opinion after taking more than 50 MOOCs on 3 continents.

Contreras E. , a study was recently carried out where it was sought to determine the impact of the use of Moodle in the teaching of University Courses in University students and this study shows that the implementation of Moodle technology in teaching had a truly positive impact.
