There are some MIL-STD (US military standards) that relate to the design of some control interfaces. I think there are also ISO standards, but I haven't looked at them. There are online searchable databases that can provide this type of information, but you may have to pay to access the document.
To define the ergonomic position for control panels we have to consider the related anthropometric data of who operators will use/operate the machine. We should arrange the location of control panels fit to the anthropometric data in order to produce the natural work posture. Working in the natural posture could avoid the musculoskeletal disorders. In the control panels design is also necessary to consider the principle of visual display design especially of color, coding, size and cognitive ergonomics or machine-human interaction.

There is a book by Henry Dreyfuss Associates called "The measure of man & woman" revised edition, Human factors in design, which has a section on spacial layout of controls around operators. The images are outdated, but they provide a good starting point from which to build upon. You could additionally attempt contacting suppliers of control equipment for industry and power generation such as Siemens, ABB, Invensys, Alstom, or Honeywell. They have to be informed about the country specific norms and regulations for each end country they market to.
