I am currently looking for a measurement scale for intelligence that is culturally fair and has a good validity and reliability. Can anyone suggest or recommend?
Before being able to answer this question I feel that a greater degree of information is needed about the sample, the study, and the nature of intelligence you are attempting to get at. E.G. Boring famously said that intelligence is what the test measures and I think that is an apt point to make here. From a CHC standpoint, Gc measures will function more adptly than Gf given how crystalized/fluid intelligence works. That is about as much as I could tell you based on what I know from your question.
More would be needed; what are the constraints of your study? Which cultures? What time constraints/administration constraints are there? What cost is available to acquire the instrument? Is there a specific aspect of intelligence that you are interested in? What administration time?
The most commonly used measure with the widest validity as far as I am aware is the WAIS-IV, although as the previous answer indicates, you should check your population as to whether it is valid. That being said, it is not possible for all measures to be validated on all populations and to some extent common sense in cross-validity needs to be applied.
Check your participant and your purpose. Wechsler's scales of assessments has been the gold standard from which most tests have been measured or derived. They have different scales. Adult, Child, Non-verbal intelligence. C-Toni can also be considered ..it is a test of Non-verbal intelligence as compared to a Non-verbal test of intelligence.. the debate can continue. Culturally-fair as much as many have been promoted , is not totally culturally fair. So use discretion. Would suggest you look at the population you are interested and see if local norms have been collected. One way is to enquire from the test-developer itself. They are usually very helpful. Indicators of 'general cognitive functioning' with children using diverse community languages use SYSTEMS-R cognitive screening. Sound reliability and validity, and strong correlations with general cognitive scales that other recommend to you [e.g. DAS Differential Abilities Scales, and so on]. Any cognitive assessments necessarily draw on the local cultures of the persons, so the idea of 'culturally fair' is interesting to consider.
