I am plotting the graphs on MS EXCEL. But after seeing IEEE papers, I noticed that figures are small with a better clarity. I am wondering if there is any other software that may be used for the same. I know there are many free softwares but which software do you prefer.
When I try to reduce my figure size(plotted on EXCEL), it looks distorted.
PS: I need to plot graphs with loads of data (related to MOSFET and TFET).
Any suggestion will be appreciated.

for graphs I prefer Mathematica. It's not exactly free but, at least when I bought it, there were inexpensive offers for academic users.
You can adjust nearly every detail of figures to your wishes. And regarding scaling the figures, most measurements can be specified in absolute units or relative to the size of the figure. You can adjust the size of the exported figure until the result looks satisfying.
The only drawback might be that you will probably spend some days until you have discovered all features you need. But this is necessarily so.
By the way, I chose Mathematica about 10 years ago because it seemed to be then (version 5) the only math program for which a real book by the developers existed! This book comprises about 1500 pages, and has only one downside: It's too short.

Most of the time I use gnuplot. It can directly plot to post script files.
Octave has nice plotting capabilities as well. (Octave is an open source alternative to Mathlab). Python has a very nice matplotlib if you want to write own plotting scripts.
However I never tried exporting to postscript with Octave or python.
If you already have comma separated values (CVS) gnuplot probably is the fastest way. (change the commas to tabs before plotting. Perl is nice for search and replace).

If you are looking for open-source/free software for generating publishing quality plots, then you may want to give a try to matplotlib (Python) or Octave. If you have access to Matlab, then you can use the same to generate high-quality plots. You may check my publications. All of the plots (colormaps, pie charts, schematics, 4 Y-axis plots, etc.) have been developed using Matlab. However, I would like to add if you use Excel proficiently, then getting good quality 2D plots is not a big deal there too. For your reference, I am attaching a figure that I have generated using MS Excel 2013.

As suggested by many, you can go with python using matplotlib or can use Gnuplot.
There are many video tutorials available.
It's better to use open-source, command-based plotters. It eases the task of plotting.

Maybe you well familiar with these, but if not then these two steps can be very helpful:
1. Try to plot in MATLAB and change Pixel/ppi value (600*600)
2. In MS-word, select do not compress the image in the file, or you can select ppi value there. (Paste>set default paste>advanced>image size and quality)

Use GNU plot. Figure qualities arr very good. U can also use origin.
Besides the suggestions from the other researchers, I use MS Excel to plot data, then I copy and paste the graphs in powerpoint and save them as images with 330 dpi or higher, and I can also choose different file formats. Good luck

ggplot2 is better option for drawing good figures. this is R based package.

I can recommend Origin, Matlab and Igor software for obtaining high-quality graphs. Even in MS Excel, If you can use Tiff or GPS output format (export file format), you won't lose the original quality even a certain range of increase / decrease the image size.

You must use Matlab for getting good quality pictures as per the requirement of the Journal paper.
