i'm not sure if you actually want to design your own die (e.g. using Cadence packages) or if you just want to utilise one for your application. If it is the latter...
As Thirumurugan suggests, the BQ25505 is an excellent boost converter for low-voltage inputs. In fact after the storage element reaches 1.8 V the input voltage can drop back down to around 100 mV.
Also check the LTC3108 from Linear (now Analog Devices), which allows an input of just 20 mV:
