In general, latency reduction is a problem of managing random variation in reaction times. A problem causing delay can result in excessive reaction times in a process. One way to do this is to have more mfg work stations than you need to maintain production flow. I did an experiment (paper available of RG) where a classifier system (AI) was used to manage the work flow by learning rules that regulated the random variation. Most real mfg systems are highly context-sensitive (concurrent processes interact) resulting in random variations. Simulation software OpEMCSS has tool to optimize production flow. It seem to me that your CONTAINER-based migration of services is such a problem. I am available to help you solve this problem using OpEMCSS, available free with my Wiley textbook “Simulation-Based Engineering of Complex Systems.”
