Satellites to measure sea surface wind speed can take different data, But for the monitoring of land surface wind speeds, these satellites do not work.
Then, no way to estimate the wind speed at the surface of the land, except direct sampling, is not.(Of course far as I know)
I do not think there is a methodology to remotely sense near-surface winds over land from satellites. Over the ocean, surface winds and associated transfer of momentum to the ocean surface generate waves that modify the emissivity and backscattering properties of the liquid surface. This provides the basis for estimating winds from
spaceborne passive or active microwave sensors respectively. Over solid land, of course there is no equivalent of the wind-roughened ocean surface. I am aware that a satellite mission is in the works that will measure winds in the troposphere by using a lidar (ADM-Aeolus). However I am not sure how deep into the atmosphere (how close to the surface) it will be possible to obtain accurate wind retrievals.

But as far as I'm aware, radar sensors are used in the field, that only Work on monitoring the speed at the water level. Accordingly, the question of whether there is a sensor that monitors speed on the land they work or not, I was made to .
And your point, it was clear to me that either i am looking for microwave radar sensors to find or meteorological model (which may be extended) do. And except these two, there is no way.
I ask of you, is that: To conditions of Iran(south of Iran / Persian Gulf), what would you recommend meteorological satellite, or Model?
Over land, you will have to use in-situ wind observations (meteorological stations) and/or numerical model output, perhaps data from reanalyses, resulting from comprehensive data assimilation. You could consider downscaling reanalysis output by running a high-resolution limited-area mesoscale model if you are interested in wind variability at higher resolution. Over the gulf, I would think that scatterometer winds would provide some insights into the low-level circulation.

You can use MODIS wind speed which is analyzed by NCEP. To gain more information about this product, you can refer to the following publication:

NREL has free publicized data on wind speed every hour for several years which is given along with DNI data .
I do not know,how they derived it and if it is accurate.
