As you know that the wind power is proportional to the cube of the wind speed,which means with lower wind speeds the power extracted from the wind will decrease drastically. Therefore the economic feasibility of a WECS will be questionable.However,if you are considering small wind systems for direct water pumping in remote areas average wind speeds as low as 3-4 m/s could be acceptable.While for large WECS average wind speeds less than 6-7 m/s will not be economically feasible.Also,another factor is very important,it is the wind pattern.Then, the capacity factor(or what I call the resource availability factor RAF) which takes into consideration bot the wind pattern and the design parameters (cut-in,rated and cut-out speeds) of the wind turbine into consideration.

In this regard, first of all I'm looking for the necessary conditions for plants,that One of which is the minimum wind speed for plants.

The WECS are installed to serve either already existing communities in rural, desert or mountainous areas, or areas where new communities should be established. Since the output power of WECS is proportional to the cube of the wind speed, it is necessary to select the site of the WECS very carefully so as to ensure that the windmill is installed in the location having the best wind pattern in the area. Since wind characteristics vary significantly over short distances and the cost of measurements in more than one site may be too high, it is more appropriate to utilize techniques for estimating wind characteristics for an area or site without the necessity to initiate wind measurements everywhere. There is a number of techniques that have been developed for this purpose. Among these techniques one can mention the "Existing and Supplementary Wind Data Analysis". It is well know that the atmosphere obeys some physical laws and the knowledge of its state at one or more points allows to predict its state at some other points. The data collected from a local weather station can be extrapolated to cover the area concerned taking into account the topography, ecology, and geography of the different sites in the are under consideration. After locating the most likely high wind resource sites, measuring instruments could be installed there to determine accurately the wind characteristics at these sites.

Once the site is selected, a process for its evaluation should be initiated. It is presumed that wind resource data for the selected site is available either from direct measurements or by using any of the above mentioned techniques. The knowledge of the frequency distribution curve for the selected site allows the calculation of several indicators for the wind potential such as, the annual mean wind speed, the annual average wind power density, the number of calm hours, the number of hours per year for which the wind speed is less than certain specified value (e.g. cut-in speed), etc.

In addition, some other parameters should also be known including the maximum gust speed, the maximum number of successive hours for which the wind speed is zero or below a certain specified value.

These are also criteria other than the winds characteristics that should be taken into consideration in site evaluation; these include the distance of the selected site from the water resource (well, river, etc.) in the area under consideration, the location of the site with respect to the residential areas and the arable land, etc.The cost of land in the area under consideration.
