Most meticulous refereeing? [I would tick this one as one of the most important.]
I would perhaps tick INFORMS, as they have some of the most important journals for me personally, and for my group. But it does not mean that I like all that is issued - absolutely not.
The question does not really lead anywhere anyway - you should rather ask about the best outlet for your work, and specify what sort of work you intend to publish. Only can we react, really.
Be specific. Your question sounds like "Which pot of soup is the best in the whole world?" Until you are specific in terms of your area(s) of research, issues in pricing and other specific concerns in publishing, you will not get the best of contribution.
