In my context, online teaching is not applied because of many reason. I want to study the challenges faced by instructors and, digital tools they used, while applying online teaching (in different setting) and suggest the findings to build a program in my settings. Is there any similar model or research design?
You might find the 'Intervention mapping' and 'Purposeful program theory' good sources for your problem. Both start with a needs assessment/context analysis and guide you through the development, operationalisation and evaluation of a new program.
With qualitative you can measure and define main variables, which can be later used into some other researches.

Research design is primarily the logic of applying the constituent method(s) of your study towards answering a research question; thus, a 2-part study could first collect qualitative data about online instructors' opinions of the challenges that they face in this environment.
From the analysis of the data obtained in phase I, a phase 2 questionnaire could then be constructed, piloted, and applied to another (unprimed) sample of respondents; the analysis of phase 2 data should return information for the design of an online programme in your setting.
However, to be more comprehensive, prior to implementing a programme in your setting, you could have a 3rd research phase in which you use the analysis from phase 2 in qualitative interviews with respondents from your setting in order to confirm / disconfirm that you now have the elements to build a programme in your setting.
Of course, this could go on-and-on; it all depends on respondents answers, and your judgement, at whatever point, that you have the information that you require to build a programme in your setting.

The descriptive and quasi-experimental approaches are reliable, so that the experimental design is used for two experimental and control groups or -experimental group (pre- post).
A qualitative analysis will be a wonderful design that can be used.
Well, my experience is that I have developed mixed works, but the first part a quantitative approach to weight the influences between the variables and then I have resorted to interviews to find out the perception of the participants about the influence of the variables on themselves.
