IEEE ACCESS is very speed but open access. and Artificial intelligence review -Springer
Everyone has mentioned IEEE ACCESS. Isn't it falls in paid category as it is an open access journal
With my experience, I think this all depends upon your luck. Many times editors are busy, some times they can't find reviewer, and then reviewer doesn't review in time. Once my paper in so called fast journal took 6 months to review. Last time I got a paper to review from one of the reputed IEEE Transactions and it was submitted to journal 2 months before it reached me for review. Although I gave review on 2 weeks other reviewers took time and decision was given to authors after nearly 5 months.
Similarly once for a Wiley journal which is not known to be fast, me and other reviewers gave decision quickly and decision to authors was given in less than three weeks.
So it is all luck factor that works or otherwise editor is known else you can't be sure of time.

Yasmin Makki better tries for IEEE Access, it is Fast processing with the binary decision. It is indexed in WoS as well as Scopus with a charming Impact Factor IF 4.08.
If you want speedy publication with a good review feedback, IEEE Access is good. Furthermore, MDPI journals also have speedy review processes with good feedback.
if you tried ant open access they will peocess it fast but you have to pay open access charge more than $2000
As the above suggested, Artificial Intelligence Review if you don't have money its take between 120 to 140 days for the first decision, but if you can pay, IEEE Access is faster it takes around 3 weeks only for the first decision then if you accepted you need to pay 1750 $ US

Generally Hindawii journals takes around 3 to 4 months for giving their decisions...
Soft computing Springer journal(Q2), the journal takes 42 days for the first round.
