I am working for development of a real time self learning based intelligent computer vision machine. So, I want to know which practices (Algorithms, programming languages, APIs, techniques(e.g. CNN based))would be best suited for such applications?

Both Python and C are strong languages for deep learning. Currently it is beneficial if you have idea about TensorFow as well. The choice of network, algorithm or programming skills largely depend on the problem that you want to solve. Otherwise, you may take a long time to learn intricate details before even starting the address. If you want a start, you can use keras with python and use cnn to see whether you are getting good results and start to pickup other things in parallel.
I will prefer Python or Java . Python is easy to learn and Java has a very deep learning.
Both the languages are in demand.
I think you should go for Python.

Well both Python and C are strong programming language for machine learning application. It truly depend on your programming skill on either of the languages. C is much faster than the Python in calling the API libraries and python are easier than C to understand.
So on which area your are working in Computer Vision Applications.
