What you think the first is the research or the fund, do you think that if you have no published research you are going to receive any fund?
The other way do you think that you are going to conduct research and publications?
As i think the fund will be provided for the best proposal that present an excellent scientific ideas, however the problem is the scientific board need a known scientist who has a nice academic and publication records. This effort will not be achieved without expending some money before being well-known in the scientific field and has a good scientific reputation.
regarding your question i conclude that research is coming first then fund later.
There is relation between fund and research. Research without fund not complete. Fund without research zero
