I am not aware of any software for mixed-integer linear programming (though the theory for that is known for a long time) - not to speak of mixed-integer nonlinear programming.

Apart from software I do not know a complete theory for general parametric MINLP. And without that - what should a software do? How should it handle parametric function changes? No idea.

so MINLP is another solver for MINLP's - and following its desription even only working for convex ones, it does not use convex understimators as scip does.

But the question was regarding PARAMETRIC MINLP's, so your proposal does not apply.

There is a theory for parametric linear integer problems, see e.g. papers by Blair/Jeroslow or Bank.
