I am starting to understand how to use R and I have heard that an easier graphic interface exist instead of the "classic one. I have the R vesion 3.1.2 and I would like to know which one is the best version to work with.

R Studio works well, and it is free http://www.rstudio.com
R is R regardless of the version. The difference comes with the Graphical user end, i.e. RStudio, RKWard, etc.
For a starter, I would recommend RStudio, it's user friendly.

it's seems that generally Rstudio is reccomended. I would like to know then if the commands and functions are the same as R or if there are some differences in Rstudio
I agree that R with R Studio becomes easier to use. The R commands are same although data import becomes easier.

I use Rstudio 1.0.136. I face no problem with CRAN packages.

I use latest version of R always. I advise you also to use latest one. ggplot2 is awesome for graphics. FuzzyMCDM package also works well for fuzzy DM.
