Terrorism is a threat for the society and humanity. To get rid of it we need to understand their origins and forms. When a terrorist group attacks us and kills tens of people world Medias cover it, world leaders’ show their concern, society condemn them. However, when a state kills hundreds and thousands of people slowly and brutally only for political purpose, we can see very less and diplomatic responses from the media, leader and civil society.
How to protect our society from all types of terrorism?
Which one we manage to solve first?
State terrorism is undoubtedly more dangerous. There is a state that protect you and defend your rights in individual terrorism. Also in individual terorism, most of the other states behave in the same way. In Institutional (State) Terrorism, I think the political dimension of the event is far ahead. Other states prefer to approach political rather than human.
It is more difficult to protect society from such terrorism. Requires international union. While this union is trying to protect you better, it can risk the region and the world.
Of course, during the process of Institutional (State) Terrorism, innocent people (infants, disabled, women and elderly ....)loss their future and live.
I think the first solution is to be united.

Apples and oranges. First, by "terrorism" we usually mean acts designed to sow fear, terror in a target population. Second, state terrorism = efforts by ruling elites to maintain control, power and command over income, wealth and society. Terrorist acts by "individuals" are usually the result NOT of individuals acting alone but of networks created by politically disaffected or fanatic groups opposed to one or more existing systems of state power - systems that sometimes, but not always, deploy terrorist methods of their own against their own citizens. So state terrorism sometimes begets networks of anti-state terrorists.
How to protect our society from all types of terrorism? Change society. In response to state terrorism, you can try to hold the state responsible and organize to change the structures of power in ways that reduce the use of terror as a mechanism of social control. Usually this involves moving towards some form of at least pseudo democracy because most people reject state terrorism. Effective response to networks of terrorists has involved both repression and cooptation. Repression can be military (but see the film The Battle of Algiers about the limited effectiveness of such methods, or study Afghanistan). It can also involve the passing of laws and their enforcement. Remember, until curbed by law and police capitalists have commonly used terrorist methods (from goondas to Pinkertons to Blackwater) against their workers. Only systematically enforced laws against such repressive measures reduced the number of such capitalists to that relative small sort we associate with "organized crime". Cooptation usually involves confronting the reasons why networks using terrorism have resorted to such methods. That usually involves providing alternative means of political action viable enough to convince them that those means are more likely to help them achieve their ends. In the case of capitalists, laws against violent repression have been complemented by laws imposing collective barganing PLUS government policies designed to help capitalists meet worker demands, e.g., subsidies to facilitate raising productivity so that both wages and profits could rise. Also, some politically disaffected movements have been weaned of terrorism by being incorporated into legal political processes. This method has been used in Colombia and the American government is currently trying to achieve the same end in Afghanistan. The world, unfortunately, is replete with failures of all types of response because of their failure to confront and change the underlying causes that motivated the terrorism in the first place.
Both are bad. How to solve it? WIn the hearts and minds of the people.
Well, the question is can you separate them? Think about Syria and Assad! ISIS accounts 2.1 percent of the deaths and Assad killed over 90 percent of the people who died during the recent conflict which accounted over 500K people.
Help me with the definitions of state terrorism and terrorist group....any scholars or recomendend book
Both are two sides of the same coin. Without the help and encouragement of the state, it is not possible to form terrorist groups within the state, and without these organizations, how will a terrorist sponsor country manage its foreign policy?
