SCOPUs does have more visibility.Even if the publisher is not as known and the journal is indexed in scopus or ABDC index of journals,one could get the paper published in it.

Check for SCI or SSCI journal list.

I presume you mean what is better publishing in a Springer Proceedings (which would mean basically publish your paper in a chapter form) or publish in a journal (and publish your paper as a research article).

If this is your question then I would to say: choose the journal.

However check a couple of things (since you talk about unknown or less known publisher):

-Is it a genuine publisher (so not a predatory one). You can check (if you consider open access):

-Check (if open access) whether the publisher is a DOAJ member:

-You talk about a Q3 journal so check whether the claimed impact factor for your journal of choice is legit (see attached file)

-Check matters like searchable in Google Scholar. See for more matters related to visibility once your paper is published for example:

If these matters seems to be okay then it seems to be safe to publish your paper using a publisher less known than one of the world leading publishers like Springer but with the advantage that your paper is a ‘real’ publication (no offence to a nice and very informative chapter) that is more visible and more valuable than a chapter in a book (that is less visible since it is only visible behind a paywall or for those buying the book).
