All of the above.... Dependent on the student and their needs & interest... one of these may be more important than the other.... But I would look for all three if possible...
Human resources are the most important organizational element, because: 1) they establish and abolish organizations, 2) organizations are creations of people, 3) without people there are no organizations, 4) all other elements of the organization depend on people and 5) without people and their potentials there is no results of the organization. However, people are often also a key problem in any organization (eg corruption). That is why the attitude is: "Solve the personnel problem - you have solved all the problems".

I place emphasis to the element (A). Human resources are the beginning, the path and finally the outcome of a succesfull academic education. Sometimes they constitute the basic motivation for elements (A) and (B).

Actually, I think all of them are very important. Scientific lecturers and researchers are the basis of the academic education, they are the responsible ones for the learning and knowledge dissmination. Huge and advanced universities and faculties are the supporting environment for the development of research and scientific results. Finally, Intangible resources are the fuel to push forward, they allow better results to happen, they are part of the innovation process the makes this environment remain in progress.

From the parent's points of view, I would say I choose C. Because good programs, a high reputation, and innovative ideas will make students ready for their future.
For the answer B from a parent's point of view, it will cost a lot of money.

In my own perspective, all of them are significant in the attainment of academic oriented goals. However, intangible resources which represented by modern programmes , high reputation and innovative ideas is a product of scientific lecturers and researchers and that the establishment and effective functioning of physical resources which represented by huge and advanced universities and all faculties rest on available human resources. Despite this, I'm of the opinion that complementary roles being played by these resources make all of them to be the germane input all the time. This is because, scientific lecturers and researchers usually identify research gap to be filled from intangible resources and make use of the available scientific tools provided in the physical structures of the universities.
I think all three are important. But I will prioritize A and C. Because without qualified human resources, it is difficult to have a quality education. Likewise, this education must be part of an approach of modernity and innovation. Once these two dimensions are consolidated, I think the rest will follow.

The most important input of academic education is your classmates plus members of your fraternity (sorority, football team, choir, orchestra etc.). Parents try to send their children to universities and programs where their most successful friends have sent their children. Children are looking for places to find new close friends.
A - must have Academics whom are passionate and dedicated to impart knowledge, and not just for the sake of having the Dr/Prof title only. Academia is a calling, not a job.
All are very important, but probably human resurces are "primus inter pares". Without them, there are no programs, no physical resources...

Of course, all three are important. However, an excellent A can somehow replace the B and C.
But without a top-level A, even the top-notch B and/or C are useless or at least underutilized.
All are important, but without human resources, there are no programs and material resources.
I would say that all of (A), (B), and (C) are important. Human resources, Physical resources, and Intangible resources are really significant to the teaching process.
A and C as institutions of higher learning are identified to have two major key roles; Research and Innovation
And as mentioned in your choices, all of them are considered and the most important input of academic education that we need to do some effort for us to be aware and knowledgeable somehow. However, intangible resources are most essential because of the technical innovation happening around the world.
As far as the above mentioned three elements of yours are playing a role somehow to enhance intellectual capital (including human capital, social capital and relational capital), they are beneficial.
All these issues are important in the context of the effective functioning of the university.
