I am not sure of the answer to that question. You will have to investigate the failure modes and if any other researcher has conducted an analysis. I think there should be papers that relate to the failure modes and rock breakage.
Additionally, you can reach out to experts in the field who may be able to give you an exact answer. Dr. Manoj Khandelwal, Dr. Karra RamChandar, Dr. Purushotham Tukkaraja, Dr. Takis Katsabanis.
None if tgem basically are blasting models they are rock failure criteria under stress over a period of time. If you can combine both the models still there will be deficiency in the results. As, blasting is a millisecond event.
You can use any of these models for failure prediction under blast loading. The only thing is that you have to calibrate your model with the practical condition. Once you calibrate the model, you can do parametric study using any model. Additionally, you can also write your own constituitive model in FLAC using FISH programming.
If you wish to simulate the fragmentation of rock, I recommend using DEM software like 3DEC. If your aim is just limited to measuring PPV, FLAC 3D will do fine. As far as constitutive models are concerned go through the papers attached below.
