Dual stack is the best way to migrate from IPv4 to IPv6......
None of these can be said best. Based on the existing infrastructure and provider infrastructure we have to decide the solution for translation.

For stations you must use transition protocols as 6to4, 6over4,
Teredo, ISATAP.
For network devices -routers and switches you must use Dual Stack
Lite and NAT44/NAT444, but it depends from vendor of equipment - for example Cisco ASR 1000 uses Location/ID Separation Protocol (LISP), who create tunnel „IPv6 over IPv4”
