This paper (attached) has some information on the engineering properties of scoria deposits, and scoria concrete. However, it not welded. It might be useful though.

I'm unable to point to a source but remember viewing scoria thin sections (unknown source) and seeing varying secondary cementing compounds/minerals such as magnetite that may add internal integrity to the deposit.
